India’s Stern Response to Pahalgam Terror Attack: Strategic, Diplomatic, and Security Measures Unfold
Here is a quick reminder of how terror continues to haunt Kashmir Valley. The country was aghast at the terror attack in Pahalgam on April 22, 2025. It killed 28 civilians and injured 17 others while being carried out in the popular tourist spot of Pahalgam in Jammu and Kashmir. The attack was attributed to the militant outfit named "Kashmir Resistance", presumed to be linked to Pakistan-based terror outfits like Lashkar-e-Taiba. India has acted fast and strong in launching multiple-pronged responses which include diplomatic reprisal, security clampdowns, and international pressure on Pakistan, among others.
This is India's best diplomatic act in the past few years. It has now halted the Indus Waters Treaty of 1960, which happens to be the most vital treaty on water sharing between India and Pakistan. This decision was intended to inflict on Pakistan some serious consequences and force it to take visible and irreversible actions against cross-border terrorism. External Affairs Ministry (MEA) mentioned that India will continue to suspend this treaty until Pakistan stops supporting terrorist organizations based on their soil.
In addition, India has hired expulsion of advisers from defence, military, naval and air from the high commission of Pakistan in New Delhi. In a similar move, India decided to pull out all its defence staff from Islamabad, bringing down the diplomatic presence on both sides to just 30 personnel each by May 1, 2025. Furthermore, immediate closure of the Attari-Wagah border checkpost has resulted in a freeze on any form of direct land connectivity between these two countries.
Visa Policy Tightened
The SAARC Visa Exemption Scheme for Pakistani nationals has also been suspended by India. Previously issued visas under this scheme have now been revoked, and Pakistani citizens on this visa category staying in India have been ordered to leave the country within 48 hours. This is indeed closing down access on people-to-people contacts and cross-border engagements.
Security Measures and Counterterror Operations
On the ground, widespread counterterror operatives have been launched by the Indian security forces in Pahalgam and other parts of South Kashmir. These are working in conjunction with aerial surveillance and intelligence inputs in tracking the perpetrators, with the public also being briefed about three clay-model sketches of the suspected terrorists released for their assistance. Within 24 hours of the incident, the Indian Army managed to abort another infiltration attempt along the Line of Control (LoC) in the Uri sector, killing two terrorists who were found to have been part of a larger group trying to enter Indian territory.
Political Resolve and National Unity
Prime Minister, Narendra Modi landed in India from Saudi Arabia, where he had been on a scheduled visit, to keep a constant watch on this developing situation. He condemned the attack in strong terms and assured the citizens that the attackers and their handlers will not be spared. The Defense Minister Rajnath Singh supported this view, stating that India will get to both the attackers and the masterminds behind the operation, reaffirming the nation’s stand on the zero tolerance against terrorism.
Summary
India's response to the Pahalgam terror attack is an indicator of a decisive shift in its counter-terrorism strategy: the diplomatic and push factors, crackdowns within the country and tightening of borders will be seen side by-side. While South Asia is under the global limelight, this position of strength conveys India's message that terrorism will be answered by anything but silence; India will respond in its own strength and with clarity.
